CCTV camera installation made mandatory at all pre-schools amidst Kinderland child abuse investigations

In a press statement issued on 31st August 2023, the Early Childhood Development Agency (ECDA) announced that all pre-schools and government-funded early intervention centres will be required to install Closed-Circuit Television (CCTV) cameras at key access points and other spaces frequented by children like classrooms and play areas by July 2024.

The mandate comes in the midst of the ongoing national news coverage of child abuse cases that took place in various Kinderland pre-school centres. Most notably, two teachers from Kinderland centres in Woodlands and Choa Chu Kang have been arrested following public outrage at videos that surfaced online, and subsequently went viral, of them mistreating children under their care.
